Is there a growing trend for plonking uncompromisingly new structures on top of retained buildings of very different character? Herzog & de Meuron's Elbphilharmonie is a spectacular imposition (rather than intervention) in the Hamburg docklands, this is a more extreme example, and I wonder what'll come next?
