Short description of the contract or purchase(s):

The Contracting Authority is seeking to procure the appointment of Masterplanning Services for the core campus of the University College London.

Duration of the contract or time-limit for completion:

Starting: 3.5.2010. Completion: 7.1.2011.

Legal form to be taken by the group of economic operators to whom the contract is to be awarded:

In the event of a joint venture or consortium being awarded the contract it will be necessary that either each member is jointly and severally liable or a single member takes sole responsibility for the due performance of the contract and the members will be required to enter into an undertaking to that effect. The Contracting Authority may also require that the joint venture or consortium members form themselves into a single legal entity before entering into, or as a term of, the contract.

Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers:

Information and formalities necessary for evaluating if requirements are met: Bidders will be assessed in accordance with part V of the Public Contracts Regulations 2006 (SI 2006/5) which implement Title 2 Chapter 7 Section 2 of the 2004/18/EC Directive on the basis of information provided in response to the Pre Qualification Questionnaire and the Invitations to Tender.


Limitations on the number of operators who will be invited to tender or to participate:

Envisaged minimum number: 4. Maximum number: 10
Objective criteria for choosing the limited number of candidates: The criteria for determining the bidders that will be invited to tender is set out in the Pre Qualification Questionnaire.


Time-limit for receipt of tenders or requests to participate:

11.1.2010 - 12:00.


Lodging of appeals:

Precise information on deadline(s) for lodging appeals: The Contracting Authority will incorporate a minimum 10 calendar day standstill period at the point when information on the award of the contract(s) is communicated to bidders. This period will allow unsuccessful bidders to seek further debriefing from the Contracting Authority before the contract is entered into. Applicants have two working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of three working days before the expiry of the standstill period. Any such information should be requested from the Contracting Authority at the contact address in section l. 1 of this notice.
