Terry Farrell’s contentious proposals for Bishopsgate Goodsyard could be sent back to the drawing board after plans emerged for a major new station on the east London site
A report by Network Rail outlining options for rail upgrades on the Anglian Route suggests the City fringe plot could house the first new rail terminus in the capital since the completion of Marylebone in 1899.
The currently uncosted option - part of a document prepared by Network Rail for its future railway investment period CP6 - explores the ‘creation of an additional terminus to the north of London Liverpool Street’ on Network Rail-owned land next to Shoreditch High Street station.
Farrells is working with PLP, FaulknerBrowns and Buckley Gray Yeoman on the 4.2ha development, which straddles the Tower Hamlets and Hackney boundary and encompasses the existing overground station.
Plans include a cluster of high-rise residential towers and an elevated park above the Grade-II listed Braithwaite Viaducts. The scheme was submitted for planning in July, but has been subject to fierce opposition from residents and the Spitalfields Society.
However if the proposed new terminus is taken forward by Network Rail, developers Ballymore and Hammerson will have to rethink their current plans.
Depending on which option Network Rail choses, the area could be potentially ‘safeguarded’ against development to make ensure future infrastructure projects can be successfully implemented. Earlier this year the two possible Crossrail 2 routes underneath London were safeguarded against development.
Alternatively, the Farrell scheme could be altered to ensure a future rail terminus - or ‘station box’ could be accommodated within the fabric of the Goodsyard designs.
A Network Rail spokesperson said: ‘The option for a new railway terminal north of Liverpool Street Station is early outline proposal which may or may not be developed.
‘The document is currently out for consultation and we await feedback, as part of the planning process we will then start to put more detail into any potential options that we have.
‘The Bishopsgate Goodsyard is Network Rail land, however at present this is a conceptual idea of platforms on that land. Any potential future station could be underground or overground, at this stage it is too early to say what plans may emerge going forward.’
In a statement developers behind the scheme Hammerson and Ballymore said: ‘Whilst Network Rail are the landowners of the former Bishopsgate Goodsyard, Ballymore and Hammerson, through their Joint Venture, have the development rights to regenerate the site.
‘The Joint Venture has already submitted a planning application jointly to the London Boroughs of Hackney and Tower Hamlets for the comprehensive re-development of site and remain committed to delivering their proposals for The Goodsyard which will see the creation of thousands of new jobs, hundreds of new homes and a new 2.4 acre publically accessible elevated park.’
Speaking to the AJ about the potential proposals David Donoghue from campaign group More Light More Power, which is opposed to the Goodsyard plans in their current form, said: ‘My Initial reaction is ‘I wonder if anyone has forgotten to tell Network Rail there are development proposals already??’
‘Looking at the map it seems to indicate the park would have to go…that might create somewhat of a stir locally!’
Other options outlined in the Network Rail report include building new platforms or remodelling the existing structure of Liverpool Street Station.
