Short description of the contract or purchase(s):
The Desertcreat College Programme is a portfolio of projects that has at its core a project for a new shared training college (“Desertcreat College” to be built near Cookstown, Co. Tyrone) replacing the existing training facilities of the Police Service of Northern Ireland, the Northern Ireland Prisons Service and the Northern Ireland Fire and Rescue Service (the “training providers”). These training providers will have a permanent presence at the new Desertcreat College.
Other Northern Ireland public sector organisations such as the Forensic Science Northern Ireland may or may not participate in the Programme in some form.
STAGE 1 SCOPE OF SERVICES The services sought are for a multi-disciplinary design team to form part of the Programme infrastructure team led by the Programme Manager and which can develop, within affordability constraints, an exemplar design for the college and development of the site (approximately 95 hectares in size). The outputs of the design team at the end of this stage will form an important part of the joint Outline Business Case (jOBC) for the shared college. There are a wide range of stakeholders that will take an interest in the design team’s work and with whom high quality and timely communication will be essential.
Total quantity or scope:
The contract period is until completion of the Desertcreat Programme. Fees will be based on the construction outturn costs in the range below.
Estimated value excluding VAT:
Range: between 10 000 000 and 230 000 000 GBP.
Duration in months: 54 (from the award of the contract).
