Short description of the contract or purchase(s):

South Tyneside Council invites expressions of interest from teams of suitably qualified and experienced construction professionals to develop the conceptual design for the project. The composition of the team will be at the discretion of the respondent but it is envisaged it will include, as a minimum, an Architect, Quantity Surveyor, Structural Engineer, M and E Services Engineers, Filtration Engineer and Clerk of Works.

The selected team will be required to work alongside and under the direction of an independently appointed Project Manager. Separate appointments are also to be made for the CDM Co-ordinator and BREEAM Assessor. The whole team will be required to work with the Client and the BT/South Tyneside Corporate Procurement Service to complete the design and procure/manage the construction phase.

The contract will be divided into three phases as set out in the Scope Of Works document. The first phase (pre-contract) is anticipated to start in January 2010 and to take approximately 6 months and the second and third phases 16-18 months plus defects liability period (tender/contract process and post contract).

The project’s aim is to create a new water orientated leisure facility to permit use by schools, clubs and the general public together with fitness facilities, cafe and indoor public space together with external public areas and services. The design is to achieve, at least, a BREEAM ‘very good’ rating. A building currently occupying part of the site is scheduled for removal by April 2010 meaning the development will be on a predominately brownfield site.

Total quantity or scope:

The contract will be for the consultancy services associated with the design, procurement and construction of a single construction project, with those services split over the pre contract, tender stage and post contract stages.
Estimated value excluding VAT:
Range: between 12 000 000 and 16 000 000 GBP.

Duration in months: 24 (from the award of the contract).

Under this project the successful organisation(s) and potentially its supply chain, will be required to actively participate in the achievement of social, economic and environmental regeneration of the locality of and surrounding the place of delivery of the project. Accordingly, contract performance conditions may relate in particular to social, economic and environmental considerations.
