UK-Hastings, East Sussex: appointment of architects for improvements in conjunction with the new Jerwood gallery.
Short description of the contract or purchase(s):
Architectural services for the development of the Stade Improvements as part of the Destination Stade Programme in conjunction with the proposed Jerwood Gallery. Minimum contract will be for preparation of planning application to RIBA stage D. Architectural and related services. Architectural, engineering and planning services. Architectural design services. Architectural services for buildings. Architectural services for outdoor areas.
Total quantity or scope:
Architectural services to RIBA stage D for a culturally led redevelopment of existing coach & lorry park into a regionally significant coastal tourist destination in the heart of Hastings Old Town next to the traditional beach-launched fishing fleet. We envisage GBP 2m to GBP 3.5m physical investment (subject to CABE funding) in high quality buildings and public realm improvements alongside the new Jerwood art gallery on an approximately half hectare site. Planned opening of all facilities in Summer 2011.
Estimated value excluding VAT:
Range: between 140 000 and 245 000 GBP.
Type of procedure:
Justification for the choice of accelerated procedure: Hastings Borough Council has a unique opportunity to build a new regionally significant culture led visitor destination in conjunction with the Jerwood Foundation. The project is dependent on the availability of special funds from the 'Sea Change' coastal regeneration funding programme led by the Commission for Architecture and Built Environment (CABE) and bids have to be submitted by end Oct 2008. Hastings is a nationally recognised deprived area and this project would have a very significant effect on its regeneration. The appointment of architects is a crucial part of both the bidding process to CABE and to support the Planning Application in early 2009 for the proposed Jerwood Gallery. Any significant delay to either of these processes will seriously jeopardise Hastings ability to deliver its planned programme to either of its partners required timescales.
