Within wheels

The Millennium Wheel is turning out to be the London cabbies' favourite new attraction (unlike the hated Millennium Dome), so David Marks and Julia Barfield must be thinking about the site next door:

Jubilee Gardens, part of Rick Mather's South Bank masterplan. Rick envisages the gardens rising to three storeys at the back, incorporating major new arts facilities. While this has gone down well with the council and critics generally, it has enraged some local residents, who gave Rick a hard time at a meeting of the South Bank Forum last week. One question:

will competitors be allowed to use their own landscape architects, or will that job stay with West 8, which won the Jubilee Gardens competition run at the same time as the competition for the overall masterplan?
