Committee Room 5 in the House of Lords last week saw a lively debate over whether or not public architecture is failing our young children. Organised by the National Early Years Network, the debate addressed the lack of concern for design quality in our nursery schools compared, say, with the work being done in Frankfurt. Best line of the evening came from Mark Dudek, head of the Cities of Childhood Research Centre at Sheffield University, quoting Billy Wilder on costs: 'Nobody ever said, hey, let's go see that new movie - I hear it came in under budget.'
