Why no competition for London HQ?

Having just woken up to the fact that London really is going to get a new authority and a new building, I was disappointed to see from your report last week that at present there are no plans to hold a design competition.

In view of the fact that both Scotland and Wales are using the competition procedure as a method for procuring their own democratic parliaments it seems odd that London, a bigger economy, should be limiting itself to the architect who happens to be attached to the chosen site. A rethink is surely required.
