Reading your account of the extraordinary behaviour of the Millennium Commission in relation to the Lottery project at Rotherham (aj 7.5.98) made me wonder why on earth the commission insists on designs being undertaken to Stage D level. This would surely only make sense if the intention was to see a particular design achieved. Otherwise why demand such a level of detail? It seems scandalous that designers and their clients should have this sort of imposition - and then it turns out that the design can all be altered after a Lottery grant has been given. What a shambles.
