What do you expect from bureaucrats?

The arb registrar's response (aj 14.1.99) to Paul Hyett's sensible article, 'arb take note: courtesy costs nothing' (aj 7.1.99) is the typical humourless, wooden, zombie response of a bureaucrat. It can be met in its most virulent form in local government, particularly in building-control departments. But all this must be very anaemic compared to the European Commission's offices, where the paperwork spewed out will surely drown us all.

The distinguishing marks are lack of warmth or humanity, and definitely no sense of humour.
