Trouble down at Swansea, the city that wasted everyone's time with its abandoned competition for a literature centre. Now the planning chairman has been attacking his chief planner for recommending refusal of a lumpish hotel scheme in Wind Street, while approving an elegant Aukett Tesco in Oystermouth Road. The council must know it has a problem, says the South Wales Evening Post , because 18 months ago it set about recruiting a planning and development supremo who would co-ordinate all concerned with major projects. Alas, the wrong advertising procedures were followed, and the process was abandoned. They need a good planner.
