Squire and Partners reveals plans for scheme behind Tate Modern

Squire and Partners has submitted plans for a triple-building development next to the Tate Modern in London

The scheme would see the demolition and replacement of the former headquarters of the Central Electricity Generating Board in Park Street.

Three buildings of 10, 14 and nine storeys each would be grouped around new public spaces and provide office, residential, retail and café space, along with facilities for the nearby Globe Theatre.

The planning application was submitted to Southwark Council on behalf of developer Delancey.

It said that the scheme would ensure the ‘replacement of unattractive buildings with a landmark development located at a strategically important site’ with ‘buildings which will enhance the London skyline and positively contribute to the local townscape and sense of place’.

The 14 and 20 storey towers will provide 170 new homes, with shops on the ground floor of each.

The nine storey block will provide up to 8,682m2 of office space for the creative industries.

In the basement of this building, rehearsal, workshop spaces and offices for the Globe are proposed.

A number of environmental measures including rooftop solar panels, rainwater recycling and high levels of insulation have also been incorporated into the design.

The design would also create two new major public spaces, and according to the applicants, approximately 60 per cent of the site will become open space.

In 2007, a planning inspector backed a decision by the council to refuse an earlier 24-storey tower proposed for the site by the same architect.

The inspector said that the impact on views of St Paul’s Cathedral from Alexandra Palace and the setting of Tate Modern made the impact unacceptable.

The new planning application said that significant redevelopment in the area had changed the context within which local impact would be assessed.

It added: ‘While the building does technically breach the viewing corridor (from Alexandra Palace), the impact on the view is imperceptible.’

No committee date has yet been set by the council for consideration of the scheme, but it is expected to go before councillors early in the New Year.
