Haringey Council’s planning committee has voted unanimously in favour of Tottenham Hotspurs’ revised £400 million scheme to redevelop White Hart Lane
The north London club, which is managed by England-target Harry Redknapp, resubmitted two plans just before Christmas after failing in its bid to move to the Olympic stadium. The re-focus on its existing home - the so-called Northumberland Development Project - has been bolstered by £27 million of public funds released as part of a post-riot regeneration programme.
Drawn up by architect KSS, the latest scheme is Spurs’ third attempt to build a large residential, retail and commercial development around a 60,000-seat replacement stadium for its White Hart Lane ground. Ken Shuttleworth’s practice Make, which worked with KSS on previously approved proposals (see below), was dropped last year.
The new scheme features 285 homes - an increase of 85 on the consented scheme in September 2010 (see below) - and extra commercial space in a larger block above the supermarket at the northern edge. THe section 106 agreement has also be altered allowing the club to provide less affordable housing than origianlly agreed.
Daniel Levy, Spurs’ chairman, said: ‘We’re delighted with these three unanimous decisions and are grateful for the support of the council and those right across the community who have who expressed such enthusiasm for our plans.

Make sidelined as public money secures Spurs scheme

Instead sports specialists KSS, which was only originally working on the centrepiece stadium, will now take on the entire mixed-use Northumberland Development Project.
The news comes as the football club and Haringey Council made a joint pledge towards the major regeneration of north Tottenham, effectively guaranteeing that £27 million of public funds will be pumped into the deprived area, hit by riots last summer.
The club had previously been looking to move into the Olympic Stadium. But a £9 million cash injection for public space improvements from Haringey Council and a commitment of £18 million towards energy and transport schemes from the Mayor of London has persuaded Spurs to stay in north London, its home for the last 130 years.
Just before Christmas, the club submitted two new applications for the long-running regeneration project. The latest proposals (pictured) are Spurs’ third attempt to build a large residential, retail and commercial scheme around a 60,000-seat replacement stadium for its existing White Hart Lane ground.
The new ‘more viable’ scheme now features 285 homes - an increase of 85 on the consented scheme in September 2010 (see below) - and extra commercial space in a larger block above the supermarket at the northern edge.
KSS has replaced the Make-designed, cresecent-shaped housing block at the southern end of the scheme with four finger blocks. A decision on the applications, which are expected to be recommended for approval, is scheduled for 13 February.
Tottenham Hotspur Chairman, Daniel Levy, said: ‘As a major employer and business in the area we are delighted with this commitment from the Mayor and Haringey Council.
‘We have long said we could only invest in the area if we could see our commitment supported by others and that there was a real need to maximise the regeneration benefits and lift the wider area.
‘We therefore see this as a commitment from the public sector to the Tottenham area and one which strengthens our ability to deliver a new stadium scheme with the potential to kick-start the long-term regeneration of North Tottenham.’

Make’s Spurs scheme bags planning as club looks to Olympic stadium
Make’s £400 million scheme to redevelop Tottenham Hotspurs’ White Hart Lane home last night won planning even though the club is still bidding for the Olympic Stadium
Members of Haringey Council’s planning committee voted unanimously in favour of the proposal (pictured) to re-build the north London stadium and create a new hotel, supermarket and 200 homes.
Back in July, CABE and English Heritage raised concerns about elements of the Northumberland Development Project - although the majority of their issues with the original plans (AJ 27.01.10) seemed to have been allayed following a series of ‘significant changes’.
Despite the planning victory, it has emerged the football club is still considering a move to the Olympic Stadium in Stratford, east London.
With the Millenium Dome-operating American company AEG, the club hopes to be anchor tenant for the Olympic venue post 2012.
Daniel Levy, Spurs chairman, said: ‘It is only prudent and good management that we ensure that we investigate all possible options for the club.
‘We were informed by the Olympic Park Legacy Company that were we not to register an interest at this time, there would not be an opportunity at any future date.’
Spurs must defeat a rival bid by West Ham United to win the Olympic Stadium.
