The Arts Council Lottery Fund is set to announce 'substantial' backing for Rick Mather's South Bank masterplan scheme, which has now been completed. The proposals include a potential new tunnel and a new building sunk into an extended Jubilee Gardens (see Astragal, page 58). The Arts Council had announced its commitment in principle to the new masterplan, replacing the failed Richard Rogers scheme, when Mather was picked following a competitive interview process. It is now making its commitment formal, adding to funding already offered by millionaire publisher Paul Hamlyn. The Royal Festival Hall is being refurbished to designs by Allies & Morrison under separate financing from the Heritage Lottery Fund.
