The Arts Team's perception of the aspirations of the varied users of the concert hall and regional music centre led it to believe that the design should not be conceived as a grand iconographic statement of an elitist cultural institution. The team felt strongly that the solution lay in accessible, adaptable, highly individual buildings composed as a town quarter. In this strategy, a townscape containing large and small buildings would be colonised by the regional music centre. This approach takes its inspiration from the gradual development of some of the finest European university towns. Identifiable object buildings would house principal functions such as the concert hall, while in the background, adaptable buildings allow an ebb and flow of use.
