The government has voiced 'disappointment' at a European Commission ruling that its investment programme in brownfield regeneration is against European rules on state aid. Minister for local government and the regions Hilary Armstrong said that the government is now exploring alternatives to the Partnership Investment Programme which was operated by English Partnerships.
