Question marks over safety of CASPAR

The CASPAR development in Leeds (AJ 3/10.8.00) raises a number of interesting points.

The use of the study as a bedroom creates a serious fire risk in that escape provision is via a living room and open-plan kitchen. How can such an arrangement be acceptable given the number of injuries and fatalities arising from fire in the home?

The balustrading to the private balconies also provides an excellent climbing frame for children and perhaps a weight restriction will be imposed on future generations using the balcony - given that support is only provided by 38mm free-spanning softwood battens!
