Deputy pm John Prescott, who lost planning, regeneration and regions minister Richard Caborn to the dti in Tony Blair's recent shake-up, has reshuffled his detr 'superministry' to plug the gap. Nick Raynsford, the London and Construction minister, has been promoted and will add housing and planning to his duties. Caborn's role for regeneration and regions has been taken on by local-government minister Hilary Armstrong. Michael Meacher remains minister for the environment, Lord MacDonald joins the department as transport minister.
