PLAN 'HOSTAGE TO FORTUNE'

Ken Livingstone and his recentlypublished London Plan (AJ 4.7.02) came under attack in the Greater London Assembly last week.

Members of the Planning and Spatial Development Committee said the plan relied on the Crossrail proposal, making it a 'hostage to fortune'. Livingstone dismissed the fears, saying he was confident the scheme would go ahead.
