As the Construction Industry Council gets ready to launch its Plain English Guide to Partnering , the Town & Country Planning Association has written a report on the impact of devolution for regional planning policies. 'The real danger exists that the political element of the English regional project may grind to a halt and, as a consequence, that the technical and professional aspects of regional planning and management will run ahead of the capacity that is necessary to ensure that policies and programmes are implemented, ' writes Professor Peter Roberts, chair of the TCPA. I think that means the cart is in front of the horse.
