Les Sparks, previously director of planning and architecture at Birmingham City Council, has joined the Bournemouth practice of Terence O'Rourke plc as a consultant. Sparks was awarded an obe in 1997 for services to urban renewal and will be helping develop work in this area.

Planning barrister Trevor Standen He will be using his experience at the Heathrow Terminal 5 Planning Inquiry to develop the Land and Property Working Group of the London Development Partnership. He will assist the Group's investigations into key flagship sites in London and will also be reporting on strategic business sites.

The Construction Industry Council appointed three new vice chairmen at its June annual general meeting; Mike Tester, Peter Lennon and John Dean, past President of the Royal Town Planning Institute.

Michael Green, Robert Pratt and Richard Spinney, all former directors of Capita, have left to form their own engineering services consultancy practice, Hendersen Green, which will be based in Southampton.

Neil Morris has been promoted to Senior Associate at Bernard Engle Architects & Planners. Emma Parkes and Andrew Harle have been made Associates.
