No chance of 'Gherkin' in Swiss backyard

With regard to the Swiss Re Gherkin Tower, Astragal states ( AJ 31. 8. 00) that a representative of Swiss Re said that his firm 'could easily do their development in Zurich'.

Bearing in mind that the central financial district in Zurich is completely free of skyscrapers, would this not be because of the stringent planning restrictions in the city rather than because of developers' self-restraint? In comparison, I think Mr Prescott has been a soft touch.
