David Millis, architect at Hereford and Worcester County Council, has scooped the 1999 best large new public library award at the Public Library Buildings Awards. Millis' 2225m2 library in Kidderminster was joined by Robinson Patterson Partnership's Holywood Arches library in Belfast, which picked up the award for best small new library. Shortlisted in the new build category were London Borough of Newham's building design division, Rick Broadley, Edinburgh's Comprehensive Design as well as Middlesbrough Council.
