COMPREHENSIVE SPENDING: Gordon Brown has pledged £40 billion over the next three years to the health service and education, £6 billion more for public transport, regeneration and housing, and £290 million for museums, the arts and sport. The detr will tackle a repairs backlog on 250,000 council houses, create a housing inspectorate, reshape the srb, speed up planning appeals, develop the National Land Use database and pump £174 million into energy efficiency of low-income households. The dcms will widen access to museums and streamline policy through a single body.
