The Millennium-funded 'spinnaker' tower proposed by Berkeley Group as the centrepiece of its £100 million Gunwharf Quays scheme in Portsmouth is in jeopardy after the group announced it would only fund £3 million of its £19 million cost. Chosen by the public from three designs by H G P Greentree Allchurch Evans, the tower has a pledge of £9 million of lottery money, leaving a shortfall of £7 million. This could have a knock- on effect on the city's wider £86 million 'Renaissance of Portsmouth' harbour scheme - the Commission could refuse to hand over a £40 million pledge if the shortfall is not made up.
