And so to yet another public meeting about the future of London's controversial Jubilee Gardens. CABE has made fantastic progress on the project since it got involved and has produced a figure of £5 million to redevelop and landscape the gardens. But when asked by an enthusiastic local where the money would come from, the South Bank Centre's new boss Michael Lynch quipped that perhaps the cash should be raised through a 'Jubilee Congestion Charge'. Tourists would be charged a tenner, he joked, while locals could stroll for free.Thank God Ken wasn't present - we wouldn't want him getting any daft ideas
