A National Audit Office report criticising the Arts Council for showering cash on 15 big lottery-funded designs, calls for it to starve risky projects of funding. The 15 accounted for £318 million and hogged 31 per cent of the 2000 grants, but 12 ran over budget and only eight are due to be finished on time. Three projects were singled out: Avery Associates' £32.4 million rada with a £23.7 million grant, Haworth Tompkins Architects' £25.8 million Royal Court Theatre with a £18.8 million grant, and rhwl's £52.5 million new Sadler's Wells with a £36 million grant.
