Does the ARB really want reconciliation?

As an engineer (no registration board for us!) I read the letter of the arb's Andrew Finch (aj 13.5.99) with some amusement. He appears to be saying that an inflammatory statement about the riba, produced as a public document by the board, cannot possibly be intended to cause offence if it has been withdrawn.

Everything the arb does appears designed to annoy the riba, judging by the comments of architects with whom I come into contact. Whether or not it is intentional, the impression given by the arb is that it dislikes architects, dislikes the riba, and will do all it can to drag the profession's name through the mire - all at the expense of the architects who pay through the nose to appear on a useless register.

This cannot be what parliament had in mind when it changed registration legislation.
