Plans for a £3 million Princess Diana memorial fountain in Hyde Park have been stalled yet again after the judging committee - choosing between the two favourites, Future Systems with Anish Kapoor, and landscape designer Kathryn Gustafson - failed to agree at a meeting on Monday. The AJ understands the committee has put forward a proposal to overcome the impasse, but that the Department for Culture, Media and Sport will make its own recommendation to chancellor Gordon Brown for the winning designer.
