The DCMS has admitted the decision to list Chamberlin Powell & Bon’s brutalist Leeds University campus should have been approved at ministerial level
It is understood architecture minister John Penrose was not made aware of the listing application, made by the Twentieth Century Society, because there was no opposition to the proposals.
A DCMS spokesman said: ‘In this instance the case work for the listing was happening during purdah, when there was no minister. There was also no opposition and the listing was completely uncontentious.
‘It was an error of judgement and we have learnt our lesson.’
The decision was seen as a positive step by the new government, after the previous architecture minister Margaret Hodge thrice refused to list brutalist buildings, including John Madin’s Birmingham Central Library.
