Construction minister Nick Raynsford launched Construction Week on Monday and declared that tax incentives for building on brownfield land are firmly on the government agenda, hinting that proposals would be included in the urban and rural white papers to be published later this year. 'The debate isn't over and financial instruments are still there to be discussed,' Raynsford said. 'I can see that the argument for using vat as an instrument has a lot of support in the industry.The chancellor has not closed the door,' Raynsford concluded.
