What bright spark decided to close the dome of Lord Foster's Reichstag for maintenance over a period that coincided precisely with the UIA Congress in Berlin?

Especially when he was one of the star guests? Conspiracy theorists will recall that when the congress was held in Beijing three years ago, Tiananmen Square was closed for restoration.
