A bridge too much for the City

The fine image of Sir Norman Foster's Millennium bridge (aj 7.5.98), and the accompanying good news that it has been granted planning permission by the London Borough of Southwark, fails to mention that half of the bridge - the half on the City of London side - has yet to obtain permission, and even now faces opposition from some in the Corporation. Their attitude is baffling. What are they so frightened of?
