Masterplanner sought for Rotherham town centre

Rotherham Metropolitan Borough Council is seeking a masterplanner for a £17 million regeneration of its town centre

The winner of the £130,000 contract will draw up a ‘transformational’ masterplan and site options for the struggling town centre.

The ten-year project will create a ‘major leisure destination’ in the area which has suffered from close proximity to Sheffield’s popular Meadowhall shopping centre.

Planned new developments include a cinema, theatre, art gallery, hotel, library and up to 2,000 new waterfront homes.

The local authority has put aside £17 million to help bring forward projects and improvements identified by the study.

According to the brief: ‘The proposed masterplan represents an important opportunity for Rotherham. It will allow the council and other key land owners to explore possibilities to enhance and support growth in this key area of the town and to set out its expectations for the content and timing of development proposals.

‘The production of a masterplan has the potential to kick-start the wider regeneration of the town. It is envisaged that underutilised sites which face connectivity issues will be transformed and contribute to a new and vibrant town centre.

‘The masterplan will support the delivery of schemes within the Rotherham town centre by providing greater certainty to existing businesses and potential investors, allowing development to take place in a co-ordinated fashion.

‘It will provide detail on the options for delivery and implementation for key parts of the town centre. This will include soft market testing, viability assessments, cost estimates and implementation plans and funding options.’

The new masterplan will draw on existing development sites outlined in Rotherham town centre’s supplementary planning document.

Recent developments in the area include a new £40 million Tesco store and Glenn Howells Architects’ Westgate Demonstrator housing scheme.

Aedas also completed a new £8.5 million competition-winning station for Rotherham four years ago.

The deadline for applications is 18 August.
