As part of a four-year £15 million repair programme to its housing stock, Thenew Housing Association in Glasgow is seeking a consultant architect for works including the replacement of kitchens and bathrooms, new windows and doors, and new flooring and plasterwork.

Thenew Housing Association wishes to establish a panel of consultants to provide Employer’s agent/quantity surveying services in relation to their Major repairs programme 2011 - 2015. A framework agreement is expected to be awarded for the provision of these services on a call-off basis over a period of 4 years.
Over the next 4 years, the Association envisages carry out a major repair programme to its housing stock. The works will involve external cladding; roofing works/repairs; structural works: replacement of kitchens and bathrooms; re-wiring; re-plumbing; installation of heating, ventilation and smoke detectors; new windows and doors; new flooring; plasterwork; rot works; asbestos removal; back court refurbishment; and environmental works. It is envisaged that contracts will be awarded for packages of 100 - 150 properties during the period from 2011 to 2015. The total estimated value of the repair works is in the range of £15 million and £20 million. Separate appointments will be made for the provision of architectural, structural engineering and CDM co-ordinator services. The Association intends to establish through framework agreements, a panel of 4 main contractors to execute the works.

The selection process will be firstly by registering an expression of interest which shall be deemed to be requesting a pre-qualification questionnaire from Turner & Townsend at the address indicated in Annex A by the date indicated in point IV.3.4 for receipt of requests to participate. Electronic copies of the pre-qualification questionnaire will be issued by Thenew Housing Association for completion and submission by 2.8.2010. Applicants shortlisted from a qualitative assessment of the submississions will be invited to tender. The Contracting Authority shall not be responsible for any costs, charges or expenses incurred by the candidates or tenderers and accepts no liability for any costs, charges or expenses irrespective of the outcome of the competition or if the competition is cancelled or postponed. The Contracting Authority reserves the right not to award all or any part of this contract. All dates and time periods specified in the notice are only provisional and the Contracting Authority reserves the right to change these. The contract will be subject to Scots law.
