St Mungo Community Housing Association has launched a major new £2 million development consultants framework

Teams chosen for the four-year agreement will have the opportunity to work on a range of schemes with the housing association which helps re-house homeless people across the south of England.

The framework is divided into eight lots including architecture for new builds and refurbishment, architecture for residential property and offices, and a ‘one stop shop’ service covering all disciplines.

According to the brief: ‘St Mungo Community Housing Association exists to help homeless people, many of whom may have been or are sleeping rough. Many of the homeless people we help suffer from more than simply a lack of accommodation; often their homelessness can be a result of relationship breakdown, mental health problems, substance abuse or simply not being able to support themselves.

‘St Mungo’s is keen to work with Consultants who are committed to delivering Social Value through the services they provide. We have a number of Consultants who are working with us in this area . We respect Consultants need to operate profitably and so do not put mandatory criteria around employment and skills support into low-value procurement opportunities.’

Founded as a volunteer organisation in 1969, St Mungo Community Housing Association is today one of the UK’s largest homelessness outreach providers and provides overnight accommodation to more than 2,800 people across the south of England every day.

The organisation currently spends around £300,000 a year on development consultant services. The latest framework will cover a range of projects between 2019 and 2023, including an estimated £20 million overhaul of 217 Harrow Road, London and a stock condition survey of the charity’s entire estate.

Architects chosen for the framework will be expected to deliver feasibility studies, design services from inception to implementation, renderings and promotional materials, part-time or full-time site representation, and stakeholder engagement.

Other services covered by the framework include landscape architecture, property agents, planning consultancy, project and contract management, surveying, rights to light, party wall advice, post-inspection surveys, engineering services, and building engineering services.

Bids will be evaluated 60 per cent on quality and 40 per cent on cost. The deadline for applications is 12noon on 18 January.
