Southwark Council has announced a £132 million technical services framework for new council homes in central London

Teams selected for the four-year agreement will have the opportunity to work on a range of new-build social housing projects for the local authority which provides services for more than 285,000 people and plans to build 11,000 new council homes by 2043.

Up to 12 practices will be chosen for the architectural lot, which is expected to be worth £16 million, while six teams will be chosen for the multidisciplinary lot worth £22 million. Other lots will cover employers agent services, civil and structural engineering services, mechanical and electrical engineering services, quantity surveying services, cost consultancy services and clerk of works services.

In its brief, the council says it is seeking ‘suitably qualified and experienced economic operators to enter into a four-year framework agreement along with other economic operators to provide professional technical services on a range of developments and schemes for a range of public buildings across the London Borough of Southwark.

‘The authority’s vision is to provide a framework for use by its housing and regeneration departments to enable the appointment of high-quality professional consultants on a wide range of schemes and developments including the delivery of new homes. The authority is intent on pursuing quality-led outcomes (or otherwise outcome-led procurement) throughout all stages of the commissioning process, to deliver value for money throughout the process and across the life-cycle of the product.’

The borough of Southwark covers large areas of post-industrial and suburban inner London. It has around 285,000 residents and has the highest proportion of social housing within the country.

More than 40 per cent of the borough has been earmarked as a regeneration zone including parts of Elephant and Castle and Old Kent Road, which are expected to receive up to £4 billion worth of investment in a range of developer-led schemes.

The latest framework is divided into 12 separate lots with applicants permitted to bid for up to four lots each. The framework will be used to deliver high-quality council homes that are ‘as good as, if not better, than private homes’ but could also be used for other projects.

The call for applications comes shortly after Southwark Council announced it would soon be launching a separate £40 million architectural services framework covering a range of new-build, masterplanning, public realm, educational, social care, conservation and commercial commissions.

The four-year architectural services framework will engage up to 36 practices across six lots and is expected to launch for applications in September. A supplier engagement day will also be held later this month.

The deadline for applications to the technical services framework is 2pm on 28 September.
