Competition: Harborough masterplans, Leicestershire

Harborough District Council is recruiting a design team to masterplan Lutterworth and Market Harborough town centres in Leicestershire

The winner of the estimated £75,000 contract will initially draw up a strategic regeneration framework for Lutterworth and will then be expected to complete a similar study for Market Harborough.

The project aims to boost regeneration within the two historic market towns which are around 18km apart, identify new uses for several underused plots, improve transportation, and identify future management arrangements for key public spaces.

According to the brief: ‘Masterplans are required to develop a realistic, affordable and integrated vision for Harborough’s main town centres. This will serve to regenerate and ensure the continued success of our town centres.

‘This vision will need the support of key stakeholders, local residents and businesses and will be developed via consultation. The masterplan will need to consider economic, social and environmental issues and provide a clear framework for the enhancement and development of both Market Harborough and Lutterworth Town Centre.’

Harborough is a 600km2 local authority district bordering Northamptonshire, Warwickshire and Rugby. It is home to around 91,000 people with connections to London and the Midlands via the M1 Motorway and Midland Mainline railway.

Market Harborough is the largest settlement within the district with around 23,000 inhabitants. The town centre features a mix of historic structures and 1960s developments but has witnessed little investment following the opening of the suburban St Mary’s Place shopping centre in the early 1990s.

Lutterworth is a smaller town of around 9,000 residents, located immediately next to the M1 motorway and the enormous Magna Park Distribution Centre which supplies consumer goods to shops around the country.

The project aims to improve the appearance of the two town centres by making them a more ‘welcoming and attractive environment’ for visitors, address existing transport issues and increase overall footfall. A design guide and study of development and funding opportunities will also be required.

Bids will be evaluated 30 per cent on cost, 30 per cent on experience, and 40 per cent on methodology and quality.

The deadline for applications is midday, 10 August.
