Northern Ireland’s Department of Agriculture, Environment and Rural Affairs (DAERA) is recruiting a team to design a £26 million-to-£29 million veterinary complex in Belfast

The integrated consultant team chosen for the £2 million contract will draw up plans for a major overhaul and expansion of an existing laboratory campus on Stoney Road, a short distance from the Parliament Buildings at Stormont.

The project, planned to complete in 2023, is part of a wider upgrade of DAERA’s Agri-Food & Biosciences Institute (AFBI) which operates across six separate sites in Northern Ireland, including Stoney Road. A strategic brief for the scheme – which will deliver a new 8,257m² animal health sciences laboratory and offices – has already been completed by Feilden + Mawson.

In its brief, the department says: ‘The primary objective of this project is to provide a suite of modern laboratory and staff accommodation facilities for AFBI-VSD by March 2023 which will address the range of issues currently facing the buildings within the boundary of the project, in particular the main building which is close to the point of being no longer fit-for purpose.

‘Architecturally, the solution shall be creative, robust, offer development value to the site and enhance the setting of the estate. It shall be an open and light building that promotes collaboration while accommodating the guidance on control of risk in handling animal pathogens. The setting of the building shall be pedestrian-friendly, with consideration for connectivity between buildings, creating a new piece of public realm which responds to context and shaped through consultation with key stakeholders.’

The AFBI carries out research and development for the DAERA which is responsible for food, farming, fisheries, forestry, sustainability policy and rural development across Northern Ireland.

The latest project will equip the organisation’s veterinary sciences division with new ‘state of the art, modern and fit-for-purpose accommodation’ while also delivering natural lighting, intuitive wayfinding and transparency for visitors to the site.

The deadline for applications is 3pm, 12 October.
