UK-Edinburgh: Wester Hailes healthy living centre.

Short description of the contract or purchase(s):
The City of Edinburgh Council wishes to appoint an organisation or consortia to provide multi-discipline design services for the construction of a Healthy Living Centre at Westerhailes, Edinburgh.

The proposed Centre will provide accommodation for local authority staff from Children & Families and Health & Social Care, a local GP practice and aligned primary care services for NHS and a community based health project.

The Centre will be located on part of a site, known locally as the 10 Acre Site, which is bound by Wester Hailes Road to the west, the railway line to the north and the Greenway footpath to the east. The Centre will be an integral part of a comprehensive regeneration development including housing and business. The construction cost for the centre is estimated in the region of GBP 12 000 000.

The team appointed under this contract will comprise the core disciplines of Architect, Services Engineer and Structural/Civil Engineer. The team will liaise with the client team and other directly appointed specialist consultants to ensure the Centre is delivered in accordance with the project objectives. The City of Edinburgh Council will be responsible for the appointment of further Consultants/Contractors as necessary.

Total quantity or scope:
The duration of this contract will be for the length of time to complete the Healthy Living Centre project.

Additional Information:
The Council has adopted an electronic system for managing the tendering process. The pre-selection questionnaire and tender documents for this contract shall be issued and collected electronically via the e-tendering website www.edin-tend.co.uk . The short-listed applicants invited to bid for this contract will be selected on the basis of a questionnaire issued to all applicants responding to this public notice. The questionnaire will be required to be completed by each member of the team. The Lead Consultant will be responsible for ensuring questionnaires are completed and submitted within the required timescale. The pre-selection questionnaire will be placed on the website as soon as possible after the closing date for notes of interest. The subsequent procedure for selecting the most economically advantageous tender from the short-listed applicants will be based on written submissions, interview and the tendered fee. Organisations wishing to be considered should note interest on the City of Edinburgh Council's e-tendering website before 12 Noon on the closing date.
Separate selection processes are underway to appoint a Project Manager, CDM-C0-Ordinator and Quantity Surveyor. The Firms or related Companies appointed for either of these posts will not be appointed under this procurement.
