University of Brighton Varley Halls Redevelopment Provision of construction consultancy services.
Short description of the contract or purchases:
The University of Brighton wishes to invite expressions of interest from suitably qualified individual companies, or consortia, to undertake a feasibility study and, following the approval of a preferred development option, design development for the redevelopment of student accommodation located at Varley Halls in Brighton.
Varley Halls is a residential site on the outskirts of Brighton currently providing 495 student bed spaces in various buildings dating from the 1970s and early 1990s. A requirement has been identified to replace some or all of the 1970s buildings, update/reconfigure the 1990s buildings and to provide new accommodation to increase the number of bed spaces to an approximate overall total of up to 1,000. A further objective is to improve the quality of facilities and the experience offered to resident students.
The University is concerned to consider alternative development options for the provision of replacement and new student accommodation. Alternative site layout and design approaches are to be identified, to achieve functional and aesthetic improvements to the site. It is a key requirement that the redevelopment is financially viable, with an overall capital cost consistent with the income to be generated from student rents and vacation letting income.
A staged appointment of a design team is to be made.
Stage One is to be completion of a Feasibility Study to identify alternative development options with costing information.
Stage 2 will be design development to outline planning stage (RIBA stage C).
Stage 3 will be full design development to either RIBA stage E or F (together with preparation of full bills of quantities) depending upon procurement options.
The proposed appointment may be terminated on completion of the Feasibility Study or following the submission of an outline planning application. The content of stage three will be dependent upon decisions to be made with regard to procurement of construction services and forms of contract. No guarantees are offered that an appointment will progress beyond a single stage.
The contract will cover a single firm or consortium offering Architectural, Structural, Surveying and Mechanical and Electrical Engineering design services with relevant capabilities in all relevant areas to include (but not limited to):
1.Architecture (including Environmental Design Elements);
3.Mechanical and Electrical Engineering;
4.Quantity Surveying/Cost Consultancy;
5.Civil and Structural Engineering;
6.Planning/Town Planning Consultancy;
15.Fire engineering advice;
17.Investigations (including soil and sub-ground, topography, asbestos, drainage and existing services).
Total quantity or scope:
Anticipated value of the project is approximately 30,000,000 GBP including fees, furniture and equipment.
Duration of the contract or time-limit for completion:
Starting: 10.10.2008. Completion: 30.9.2011.

28.7.2008 - 12:00.

Suppliers wishing to tender for the project are required to submit relevant supporting information by noon 28 July 2008. Tenders will be invited from a short list of applicants. The short list will include the strongest applicants based on the relevant objective criteria as specified in point IV.1.2.
