Pickles gives go-ahead for Squire’s Shell Centre revamp

Secretary of State Eric Pickles has approved the Squire and Partners-masterplanned mixed-use redevelopment of London’s Shell Centre

The contentious 134,700m² scheme – which features buildings designed by Squire and Partners, KPF, GRID, Patel Taylor and Stanton Williams – replaces most of Howard Robertson’s 1961 Shell Centre complex apart from the landmark 27-storey, river-facing skyscraper.

The proposals will see a cluster of eight new buildings for shops, office space, restaurants and homes around the original 1961 Shell Centre tower.

A public inquiry into plans for the major redevelopment on London’s south bank was launched back in September 2013, after claims the development could affect the UNESCO world heritage site around Parliament Square.

A spokesperson for the Department of Communities and Local Government (DCLG), said: ‘Having considered the criteria and other relevant matters, ministers agree with the Independent Planning Inspector that planning permission should be granted for development of the Shell Centre at South Bank.

‘They agree that the proposals will deliver high quality design, provide accessible jobs and homes, and enhance the character of the South Bank area. The scheme is also supported by both the local council and Mayor.’

Commenting on the decision the chairman of developer Canary Wharf Group, George Iacobescu, added: ‘The project will deliver many significant local benefits with new jobs and employment programmes, hundreds of new homes including much needed affordable housing, together with new open spaces and a park.

‘We feel privileged to have this opportunity to play a role in regenerating this popular but somewhat neglected area of London. We will continue to work closely with local stakeholders to ensure our move into the construction phase is as considerate as possible to the local community.’

Richard Montgomery, director of the redevelopment for Shell, which will remain in the tower building, added: ‘The South Bank has been Shell’s home in London for more than 50 years. This redevelopment will enable us to continue to make a positive contribution to the South Bank and wider Waterloo area’s regeneration. It will also see Shell’s London staff all based in one location for the first time in many years.’

The scheme had previously been criticised by the Twentieth Century Society. Henrietta Billings, senior conservation adviser at the organisation, said: ‘The amount of analysis given over to heritage issues in the Inspector’s report shows how important such matters have become. Although the Public Inquiry has not gone the way we wanted it to, it is very important that cases like these are debated in public, and we would like to see more large scale developments subject to equal levels of scrutiny.

‘This site lies in the heart of the South Bank Conservation Area, home to a collection of some of the finest post war buildings in Britain. As we have said from the beginning, we remain concerned about the impact of the eight tower cluster on the character of one of the most iconic and sensitive twentieth century parts of London.’

The controversial scheme won planning in May last year, but work on the scheme which was originally expected to start on site at the end of 2013 has been stalled since the decision to call it in.

The project is now expected to complete in 2019.

Squire’s Shell Centre revamp called in

The Squire and Partners-masterplanned mixed-use redevelopment of London’s Shell Centre has been called in by the secretary of state

Communities secretary Eric Pickles has launched a public inquiry into plans for a major redevelopment on London’s south bank, claiming the development could affect the UNESCO world heritage site around Parliament Square.

Pickles has called in Lambeth Council’s decision to allow the redevelopment of the Shell Centre – a proposal that would see a cluster of eight new buildings for shops, office space, restaurants and homes around the original 1961 tower.

The contentious 134,700m² scheme – which features buildings designed by Squire and Partners, KPF, GRID, Patel Taylor and Stanton Williams – replaces most of Howard Robertson’s 1961 Shell Centre complex apart from the landmark 27-storey, river-facing skyscraper.

A spokeswoman for the Department for Communities and Local Government said the inquiry would look at the design of the planned buildings and any impact they may have on the Parliament Square world heritage site.

She said Pickles had ‘carefully considered’ the plans, and only used his powers to call in proposals ‘if planning issues of more than local importance are involved’.

But the decision has attracted strong criticism from Westminster City Council, whose Conservative deputy leader Robert Davis said it made a ‘mockery’ of the government’s refusal to call in plans to redevelop Elizabeth House – a site just metres away from the Shell Centre near Waterloo station.  

The Elizabeth House development is now subject to a legal battle, with Westminster City Council and English Heritage seeking a judicial review against Lambeth LBC’s decision to grant planning permission.

Sister title Local Government Chronicle (LGC) reported last month that, in deciding not to call the proposals in, planning minister Nick Boles ignored official advice that said a failure to act could lead to “reputational risks for the government’.

Asked by LGC about the decision to call in the Shell Centre plans, councilor Davis said: ‘This decision makes a mockery of allowing Elizabeth House to go ahead in the face of deep concerns expressed by Westminster City Council, English Heritage and UNESCO regarding the loss of Westminster’s world heritage status.

‘We reiterate that the secretary of state should think again and call in the Elizabeth House application for a full public inquiry.’

Lambeth Council’s Labour leader Lib Peck said Pickles’ decision to call in the plans was ‘deeply disappointing’.

‘The redevelopment of the Shell Centre will bring jobs, homes and new open spaces to the area,’ she said.

‘Calling in the decision is not only bitterly disappointing but means further delays to  economic growth  and sends the wrong message to developers who are prepared to invest in and work with local communities.’

Comment from Henrietta Billings at the Twentieth Century Society

We welcome the decision by Eric Pickles to call-in the Shell Centre scheme on London’s Southbank. We wrote to the Secretary of State for Communities and Local Government in February this year requesting he review the scheme given the enormity of the impact on the twentieth century character of this part of the capital.

In the 134,700m² scheme, the original Shell complex would be demolished – with the exception of the Portland stone clad 27 storey tower. The development would see a cluster of eight new towers looming over the Southbank Conservation Area with one building reaching 37 storeys high – 10 levels higher than the current Shell headquarters.

The scheme would result in a substantial loss of character due to the extensive demolition of a very significant complex. The cluster of new skyscrapers along the river would compromise the important landmark status of the tower, and the scheme itself not only overwhelms the site in terms of its sheer scale and height, but it fails to respect the 20th century character of the area which includes the Royal Festival Hall, Southbank Centre and National Theatre.

The building occupies a pivotal position on the South Bank

The building occupies a pivotal position on the South Bank in relation to views in an arc from Westminster Bridge to Blackfriars Bridge. In these views, the Shell tower is the only high building in what is relatively low rise development close to the river on its southern side. It is firmly part of the silhouette of the South Bank.

In his reasons for calling- in the application, the Secretary of State raised the following issues: the extent to which the development is consistent with Government policies in requiring good design; the extent to which the development is consistent with Government policies in planning for the conserving and enhancing the historic environment including the impact on the Westminster World Heritage site; and the extent to which the proposals are consistent with the development plan for the area. We think it is inconsistent in all three aspects.

The Shell Centre was commissioned by the company as their international headquarters in 1961 and built by Howard Robertson – most famous for the United Nations HQ in New York (1947-52). The building was locally listed in 2010 for its architecture and history, and stands in the South Bank Conservation Area – designated for its character and appearance as a unified group of modern buildings of national and international importance.

The site also acts as the back drop to Jubilee Gardens, the only area of Metropolitan Open Land in this part of London and it lies within the setting of numerous listed buildings. We believe the proposals would have a negative impact on the setting of County Hall (Grade II* listed) and the Victory Arch (Grade II), the Royal Festival Hall (Grade I) the Royal National Theatre (Grade II*), and Waterloo Bridge (Grade II*) .

When built the Shell Centre was the tallest office building in the capital

When it was built, the Shell Centre was the largest purpose built headquarters in London, the tallest office building in the capital and possessed the largest floor area. It contained an Olympic sized swimming pool, squash courts, a rifle range, its own telephone exchange, a theatre and even a supermarket for its employees.

The building facades are finely tooled in Portland Stone with Burma teak double glazed windows, built with integrated Venetian blinds, entrances carrying the company’s symbolic scallop shell and three substantial contemporary artworks.  Internally the building was decorated to the highest current standards with murals, paintings, sculpture and furniture all of which complemented the overall design.

There is no doubt that it was one of the most prestigious and innovative new headquarters building of the mid 1950s, and if it was still intact we are confident it would have been listed. This is sadly not the case, but it is still a good building of the period, and acts as an appropriate neighbour to the surrounding 20th century buildings.

Lambeth Council approved the plans earlier this year. The Twentieth Century Society requested that the Shell Centre and the neighbouring Elizabeth House re-development were called-in by the Secretary of State and determined at the same time, given their cumulative impact on the Conservation Area. The Elizabeth House proposals have not been called in.
