Description
Koivusaari Ideas Competition.

Short description:
The competition is an open international ideas competition and it is organised in order to prepare the component master plan for Koivusaari Island. The purpose of the competition is to provide an as comprehensive and unbiased analysis of the alternatives and possibilities of the unique planning area as possible. The objective of the competition is to produce innovative plan alternatives which can serve as a basis for further planning and drafting of the component master plan and to identify the essential features of this new district which will have a maritime atmosphere and an underground railway connection. The competition will be an important part of the public debate concerning the area covered by the plan. Before the jury panel makes its decision the entries will be publicly displayed, and the public has an opportunity to assess them and participate in public debate. The contents of the debate will be recorded and analysed and they can be utilised in further design work. If necessary, a second stage will be arranged.

Criteria for the selection of participants:
With reference to the prevention program of the City of Helsinki against the grey economy the competition organiser requires that the entrepreneur shall be registered with the Finnish business information system, the preliminary tax withholding register, the register for taxable persons liable for value added tax and the tax administration’s register of employers or equivalent registers in its country of domicile, if the registration is required according to the legislation. In addition, the organiser requires that the entrepreneur shall have properly paid all taxes and statutory pension insurance payments.

When participating to the competition the competitor affirms that he has taken care of these. Possible further contracts: If requested, the tenderer shall, prior to the possible commission for further planning, furnish an extract from the trade register and a clarification obtained from the tax authorities regarding the payment of taxes, as well as a clarification from an insurance company concerning the payment of statutory pension insurance payments or equivalent clarifications according to the legislation of its country of domicile. An equivalent clarification shall also be obtained from subcontractors and presented to the City of Helsinki. The clarifications shall not be older than two months. The tenderer shall provide a list of the persons participating in the preparation and delivery of the City’s procurement. The City of Helsinki may choose not to commission planning or has the right to cancel the agreement during the period of its validity, if the tenderer has been negligent in the payment of taxes or statutory pension insurance payments.

The tenderer can however be accepted, or the agreement can remain in force, if the negligence can be considered minor or if a payment plan approved by the authorities is furnished to the City. If the certifications are not provided in the tenderer’s country of domicile, a declaration on oath given to the authorities of the country of domicile of the tenderer can be accepted as evidence. If the tenderer considers that he is not liable to furnish the required clarifications, he shall furnish the city a clarification about this. The City of Helsinki may choose not to make an agreement or has the right to cancel the agreement during the period of its validity, if the tenderer is guilty of giving essentially false information when furnishing the above mentioned clarifications.

A prize/prizes will be awarded:
Number and value of the prize(s) to be awarded: Prizes of the competition totalling 110 000 euros will be distributed as follows: 1st prize 40 000 euros 2nd prize 30 000 euros 3rd prize 20 000 euros In addition, there will be two purchases, of 10 000 euros each. Nevertheless, the jury panel may, by unanimous decision, distribute the prize money in a different way, in accordance with the competition rules of the Finnish Association of Architects (SAFA). The jury panel can give honourable mentions. The competition organiser may purchase a larger number of entries than mentioned above. If necessary, a second stage will be arranged. The three entries which have the most potential will be chosen for the second stage. In the second stage the entries will be developed according to the jury panel’s guidelines for further planning. Everyone invited to the second stage of the competition will receive an equal share of the total of 30 000 euros. Prizes and purchases will be awarded after the result of the competition has been decided. The jury panel may choose not to arrange a second stage of competition. In accordance with its competition rules, the Finnish Association of Architects (SAFA) will retain a 7 % portion of the prize money and purchases. The prizes will be awarded through the SAFA. The organiser will apply for exemption from taxation for the prizes in the year 2009.

Competition procedure: The competition is subject to the following conditions and the order of priority of the competition documentation is as follows: – Competition brief. – Competition rules of the Finnish Association of Architects. In case of interpretational or other differences between versions of the conditions in different languages, the wording of the Finnish version shall be followed. When submitting an entry, the competitor accepts the competition brief and the competition conditions. The competition begins 12.8.2008 and ends 10.11.2008. Further measures arising from the competition: On the basis of the result of the competition the jury panel will give a recommendation of further measures. The city may commission further planning from the winner of the competition. Public access to documents: The procurement decisions related to the competition and their appendices are public. The competition entries are public and they will be publicly displayed according to the competition brief. If, in the opinion of a competitor, a portion of the documentation contains trade secrets, notification of this information shall be made in a separate appendix. The competition organiser shall decide if the matters presented as trade secrets can be considered confidential by law. Settlement of disputes: The Finnish law in force applies to the competition and the contracts. Possible disputes that cannot be settled will be left for the decision of Finnish courts, matters in the jurisdiction of a district court in the district court of Helsinki. Submission of entries: The competition ends on Monday, 10 November 2008.
The entry must be marked “Koivusaari Ideas Competition” and handed in by 10.11.2008 at 3 PM to the address: Kaupunkisuunnitteluviraston kirjaamo, Kansakoulukatu 3, Helsinki or – at the entrant’s risk delivered via the postal services (or some other delivery service) no later than 10.11.2008.

Entries delivered via the postal services (or some other delivery service) must arrive no later than 17.11.2008. Entries which arrive later will be disqualified. The scale model must be delivered in a transport-proof box no later than 21.11.2008 at 3 PM to the same address.
