Short description of the contract or purchase(s):
Home Scotland are seeking to recruit suitably qualified and experienced consultants for disciplines including Architects, Quantity Surveying, CDM Coordinator, Engineering, Employers Agent, Project Management, or a provider of multi disciplined services with experience of new build and regeneration projects. Applicants are invited to apply for all or some of the professional services required. The estimated construction value over a 4-year framework is expected to be in the region of 30 000 000 GBP per annum on planned and anticipated Development works. It is anticipated that Home Scotland will undertake approximately 250 new build/regeneration schemes per annum.

Total quantity or scope:
Home Group currently owns and manages in excess of 55 000 dwellings through six divisions across the UK. The division Home Scotland operates throughout Scotland with properties in Glasgow, Dumfries, Dundee and Edinburgh and Fife and currently manages around 3 000 properties.

This Contract Notice relates to a 4-year framework agreement for Development Projects within Home Scotland or any additional partners that Home Scotland may add over the period of the Framework. Home Scotland projects would be managed from either of 3 regional offices based in Dundee, Glasgow and Edinburgh and it is anticipated will involve approximately 250 units over 4-8 schemes per annum. This may vary over time dependant upon the location and potentially of any additional partners involved.

Home Scotland require a panel of consultants who will be expected to work on feasibility schemes at their risk, and will be compensated via appropriate availability of funding. It is anticipated that the contract will be based on a reduced fixed core fee, with a variable fee earned through demonstratable and measurable savings on construction costs and agreed KPI's.

The proposed services will comprise Consultancy Services for Architects, Employer's Agent, Quantity Surveyors Services, CDM Coordinators and Engineers on projects from feasibility, through construction to the final handover and the final costing of the schemes.

The role will require the parties to provide cost estimates, cost control agreements and project management services on selected forms of contract and programme advice. The Forms of contracts likely to be utilised will be JCT Design and Build, PPC 2000 and BEC form of Design and Build contract. Other forms of contract may be used depending on procurement routes but if required services may be required in respect of S.75 agreements, Development Agreements, Joint Venture Agreements or Off the Shelf acquisitions.

When necessary the services will need to include CDM Coordinators role as set out in the CDM regulations. When necessary the services will need to include full party wall surveying services as set out in the Party Wall Act.

Home Scotlands development programme will be procured via a Framework Agreement. The development programme may include New Build, Refurbishment, Mixed Use, Mixed Tenure and Regeneration Schemes both in urban and rural environments. The Group will expect its framework consultants to have capacity to share some risk and have extensive understanding and apply all concepts relating to sustainable developments. Prospective consultants should note that under the framework agreement the Group should be under no obligation to call off any contracts from the framework consultants.

Projects will be of various sizes for residential development, including procurement advice, cost estimating, cost control and programme advice plus CDM Coordinator. Individual appointment contracts may be called off or be subject to a mini-tender among the Framework consultants.
