Rogers, who is already designing Tower 3 at the World Trade Center site, has proposed a 42-storey tower, while Pelli has created a 47-storey building, and KPF is going for the tallest at 48 storeys.

Despite the current downturn in the global construction market, the Port Authority is optimistic about the scheme, claiming that construction could start as early as 2009.

The winning design will be chosen within the next 60 days.
