Wind turbine goes berserk

Wind power may normally be clean and safe, but when it goes wrong, it can be catastrophic, as this video spotted on treehugger  demonstrates.

Some information about this video would be useful. Large wind turbines, such as this, have a cut-out mechanism, which prevents them from reaching such speeds. Was this a test or a system failure?
