Architect sought for £200m Whitehall overhaul

The House of Commons is seeking a conservation architect to refurbish a swathe of Whitehall properties over the next eight years

The £200 million project will upgrade a number of Grade I and Grade II-listed buildings used by the House of Commons which are collectively known as the Northern Estate.

Around 15,300m² of office space will be refurbished under the project which is planned to start in 2016 and complete by 2022.

Buildings covered include Norman Shaw North and Norman Shaw South (both pictured), 1 Derby Gate, 1-3 Parliament Street, 2 and 4 Canon Row.

The main driver behind the project is the current poor standard of the complex’s fire safety, environmental performance and mechanical and electrical services.

Upgrading these elements will however also provide an opportunity to rethink the way spaces inside the buildings are used.

The project is therefore expected to improve access and circulation routes, enhance technology use, upgrade workplace amenities and overhaul conference facilities.

Both 1 Derby Gate and 1 Parliament St were last refurbished in 1991 and require major renewal. Norman Shaw South was last refurbished twelve years ago and requires less work.

Norman Shaw North was partially refurbished in 2002 but a risk of plant failure means there is a pressing need for remedial work in the building.

HOK was chosen for a £1 bilion overhaul of the Palace of Westminster in December last year.

Applicants for the latest project must complete a pre-qualification questionnaire and up to six teams will be shortlisted for the contract which is expected to be worth nearly £12 million.

Services engineers, civil and structural engineers, health and safety consultants, fire engineers, security consultants, approved inspectors and a lift consultancy will be appointed separately.

The procurement method for the building has yet to be decided. The winning team will be appointed to cover RIBA Stages A to C.

Shortlisted teams will however be invited to tender for RIBA Stage D and beyond.

The deadline for requests to participate is 27 August.
