The project, commissioned by New York property mogul Larry Silverstein, harks back to the Neo-Gothic style of the 1920s and 1930s with its use of limestone and cast-stone materials.
The scheme will house a 175-room Four Seasons hotel over 22 floors. The rest of the building will be residential space.

Stern says his tower will act as a 'counterpoint' to the glass and steel of the new World Trade Towers.
Construction is expected to begin in June this year, with completion set for early 2011.
