Architect contest for an expanded school campus.

Short description:
Construction of a primary school with 37 class rooms, numerous specialist rooms and common areas, including a sports hall, an auditorium, a school cafeteria, a parking (+/- 150 places), and outside play areas. Total surface: 15 000 m 2. Preference on passive or low energy construction. Possible re-fit in current buildings.

A) Personal and economic situation - Certificate of inscription as architect with a professional order the country in which the candidate is established; - Certificate of non bankruptcy, or a solemn declaration that the candidate is not bankrupt and is not a subject to proceedings for a declaration of bankruptcy, for an order of compulsory winding-up or administration by the Court or of an arrangement with creditors or similar proceedings ; - Extract of the criminal records, or equivalent documents, of the directors of the candidate company; - Certificate of the competent authorities of the country in which the candidate is established showing that the candidate has fulfilled its obligations relating to the payment of social security contributions and the payment of taxes (including value added tax if applicable) ; - Certificate of inscription in the register of trade and companies of the member state of establishment; - Description of the legal form of the candidate, articles of incorporation and indication of the head office of the candidate;

B) Economic and financial capacity - Statement of the candidate overall turnover and turnover for the last three financial years if available; - Evidence of relevant professional risk indemnity insurance with indication of the amounts covered;

C) Technical capacity -Note of presentation of the candidate; -Presentation of experience in similar project of the same scale in the last 3 years; -Presentation in school projects, primary schools in particular in the last 10 years; -Presentation in passive or low energy building projects in the last 10 years; Indication to be included of their dates, the amounts as well as the identity of public, private, national or international clients with precise references;

D) Information relating to resources - Description of the resources of the candidate in regards to personnel and technical means; Regarding human resources, the candidate will indicate the total number of its employees as well as qualifications; Presentation of proposed Curriculum vitae with copy of the diploma with mastery of languages (English in particular) - Description of the candidate's approach to the mission; Indication of the part of the contract that the candidate envisages to subcontract; A note indicating the manner in which the candidate foresees to organise his mission on the building site during the execution phase; - A note indicating the manner in which the candidate ensures his presence and availability near the building site; The applicants will have to deliver all the above mentioned documents. In the case of a temporary partnership the documents have to be delivered individually for every entity.

Participation is reserved to a particular profession:
Yes.
The participation to the contest is reserved to the profession of architects, authorised to exercise in their country of origin.

When awarded the project, the candidate will be required to obtain in a timely manner, full recognition of his credentials from the Luxembourg professional order of Architects (Ordre des Architectes et Ingénieurs-conseils) and authorisation to perform his duties in Luxembourg.

Restricted.
Envisaged number of participants: minimum number 4 /maximum number 8.

Criteria to be applied in the evaluation of projects:
— Consideration given to the programme and its functionality (such as concept & design, technical & energetic concept, environmental concept, choice of material) - Integration of the project into the local urban setting and current school buildings - Consideration given to the budget and timeline - Experience in similar projects A detailed list of the criteria and their respective weighting will be included with the project programme provided to the selected candidates.

Time-limit for receipt of projects or requests to participate:
9.3.2009 - 16:00.

Date of dispatch of invitations to participate to selected candidates:
17.3.2009.

Number and value of the prize(s) to be awarded:
6 000 EUR (six thousand EUR).

Details of payments to all participants:
Each candidate, who will submit a project will be awarded 6,000€. The winner will be awarded the contract for the architect mission of the project.

Follow-up contracts:
Yes. Any service contract following the contest will be awarded to the winner or one of the winners of the contest.
